"Warn before closing a window containing multiple documents" doesn't always work

I noticed that the "Warn before closing a window containing multipledocuments" feature doesn't always work.If I have a bunch of documents open in a window, and I try to closethe window, it asks me if I am sure. But if I pick the quit command,or press command+Q by accident, it just quits and doesn't confirm. Isthis supposed to happen, or is it a bug?
